Welcome to the Housing Matters Newsletter!

As 2025 comes to a close, we’re incredibly grateful for all that the pro-homes community has accomplished over the last 12 months.

It’s been a challenging year with federal uncertainty, state budget challenges, and housing that remains out of reach for so many. However, there were plenty of bright spots along the way. We made real progress on regulatory reforms in the last legislative session, raised our voices when federal policy changes put funding for the most vulnerable at risk, and in communities across New Hampshire, folks are doing their part to try new solutions and making a difference, home by home.

We continue to be inspired by the work that you all do.

We’re often asked, “What’s the most important thing someone can do to help?” The truth is that there’s no one simple answer. You can’t do everything, but everyone can do something. For some, it’s showing up in Concord to testify on a bill or attending your local planning board meeting, for others, it’s volunteering at your local shelter or building homes. It all matters. And, we’re grateful for however you chose to participate in 2025.

This will be our last formal newsletter of the year. The legislative session begins promptly at the start of the new year, so be on the lookout for our complete legislative preview and hearing schedule in your inbox.

We wish you and your loved ones a happy and healthy holiday season.

No Housing Matters Zoom Meeting Next Week

Due to a scheduling conflict and the upcoming holidays, there will be no Housing Matters Zoom meeting this month. Our next meeting will be on Friday, January 16th at 10:00 am. We’ll be joined by Jennifer Chisholm from the New Hampshire Coalition to End Homelessness to discuss the 2025 State of Homelessness in New Hampshire Report. We’ll also review upcoming legislation.

HUD Pulls Continuum of Care NOFO

As you’ve likely heard by now, the Department of Housing and Urban Development pulled the Continuum of Care NOFO that would have drastically changed how homeless services are delivered, putting at risk hundreds of permanent supportive housing units across New Hampshire. HUD replaced the NOFO with a message pledging to release updated guidelines at a later date. It’s unknown what the updated guidelines will entail or when they will be released. We’ll let you know if we hear any updates.

You can read more New Hampshire reactions to the HUD NOFO withdrawal here.

State House Updates

The Office of Legislative Services (OLS) continues to release 2026 bills on a rolling basis after the prime sponsor formally approves them. Prior to OLS releasing the final bill language, we only have a public list of Legislative Service Request (LSRs) titles. That list is available on the NH General Court website. As the language is released, the LSRs will be assigned a bill number, and the legislative language will be linked under that number.

We continue to review the proposed language and will provide a more comprehensive look in the coming weeks.

If you attended today’s Housing We Need Forum hosted by the Initiative for Housing Policy and Practice at Saint Anselm College, you heard our quick 2025 legislative recap and 2026 preview. You can view those slides here. There are over 100 housing-related legislative proposals that we are tracking. The 2026 preview slides are designed to be a representative sample of some key themes, not a comprehensive review.
