Welcome back to our weekly newsletter!

Join our monthly Housing Matters Zoom meeting next Friday (4/17) at 10:00 am to hear from Jessica Williams at the New Hampshire Fiscal Policy Institute about NHFPI’s latest housing report.

You can register for the Housing Matters Zoom meeting here and check out NHFPI’s recent blog post here.

It’s a relatively quiet upcoming week for housing policy in Concord, so enjoy the shorter newsletter!

As always, if you have questions about the legislation we mention in the newsletter or housing-related proposals that aren’t included, please don’t hesitate to reach out.

If you were forwarded this newsletter and would like to receive future updates, you can sign up here.

State House Updates:

In The Committee Room

* As a reminder, the legislative office building is closed for renovations. All House committee meetings will be held at 1 Granite Place (South Building), Concord, NH. You can find directions and general information here. *

Senate Commerce Committee – Tuesday, April 14th, State House Room 100

9:30 AM – HB 1726, (New Title) relative to the sale of surplus state-owned land.

  • What It Does: As passed by the House, this proposal clarifies the existing process for selling surplus property. The House passed amendment removed references to affordable housing development. Nothing in the bill prohibits the land from being used for affordable housing development, but nothing incentivizes it either.
  • Why It Matters: There is a real opportunity to use state surplus land for affordable housing development, and New Hampshire should incentivize that type of development.
  • HANH Position: Housing Action NH supports this legislation as it was originally introduced, but is neutral on it as passed by the House.

State House Updates:

On The Floor

The House will not meet for session next week. The House plans to meet on Thursday, April 23rd.

The Senate will meet on Thursday, April 16th, for a short session. There are two housing-related proposals on the calendar.

  • HB 1042, raising the unified contingent credit limit. This proposal raises New Hampshire Housing’s debt limit. New Hampshire Housing’s debt limit is set by state law, even though it is not guaranteed by state funding. If New Hampshire Housing’s debt limit is not raised and it hits its cap, it would not be able to provide financing for any new affordable housing development. The Committee unanimously recommended passing this legislation. Housing Action NH supports this proposal.
  • HB 1709, prohibiting certain unlawfully present felons from occupying or renting real property. Housing Action NH opposes setting a precedent that housing policy should be used as a tool for law enforcement and has concerns that landlords would enforce immigration policy. The Committee recommended OTP on a 3-2 vote.

Floor Recap

The House and Senate met for brief sessions. The House voted to ITL SB 521 which would have allowed law enforcement to enforce no-campaign laws on private property in municipalities with more than 10,000 residents without a no-trespass order from the property owner.
